EU packaging rules enter a new phase

The development

The Council of the European Union says the revised packaging rules started to apply on 12 August 2026. The regulation replaces the previous directive and aims to reduce packaging waste, support circularity and harmonise rules across the EU. The European Commission maintains the central overview of the regulation and its implementation.

Why packaging teams should pay attention

Our operational reading is straightforward: a packaging specification should be more than a product photograph and a supplier code. It should record the material components, intended market, relevant evidence and the person responsible for updating those details. A design change can alter that record even when the artwork looks almost identical.

One date does not explain every requirement

The application date is the start of a framework, not a substitute for checking the particular article and timetable that applies to a product. Use the Commission’s current documentation for the relevant obligation. A general industry summary cannot decide the compliance position of a specific pack.

A useful preparation exercise

Pick the highest-volume packaging format in the range. List its components, supplier references and supporting documents. Identify missing evidence and ask the relevant supplier a specific question for each gap. Repeat the exercise for a new design before it is approved, so evidence collection does not become a last-minute hunt.

Keep the design and specification together

The person approving the graphics may not be the person approving materials. Give both teams a common revision identifier. That small administrative step makes it easier to understand which visual proof belongs to which physical specification.
